The default path of the external command file is
/var/lib/nagios3/rw/nagios.cmd, the listed event handlers instead set it
to /usr/local/nagios/var/rw/nagios.cmd

The wrong path is in the following files:
/usr/share/nagios3/plugins/eventhandlers/enable_active_service_checks
/usr/share/nagios3/plugins/eventhandlers/disable_active_service_checks
/usr/share/nagios3/plugins/eventhandlers/enable_notifications
/usr/share/nagios3/plugins/eventhandlers/disable_notifications
