well, the tarballs PLD linux and Mandriva use, were once available from Nagios 
sourceforge project page. I remember the links being on nagios.org site as 
well as extra downloads. Seems the same tarballs are now in 
exchange.nagios.org site with no license information:

Try asking Nagios mailinglist, maybe Ethan can clarify :)

the other tarballs which PLD Linux use are GPL v2 and Public Domain.
