simply cannot begin to subscribe to every mailing list I ever need to
post something to. I do have some information for you, though.

Gentoo bug #320241 [1] is now used to connect the license discussion on
pkg-nagios-devel@ to a group of relevant Gentoo package maintainers.
For us the issue is twofold: 1) whether we should mirror the relevant
files, and 2) what we should change the LICENSE variable in our ebuilds
to, which links the contents distributed by means of the ebuild to the
appropriate license file that we distribute to our users. The
"nagios-imagepack"[2] LICENSE is now set to Nagios' license, which is
GPL v2, whereas it should probably be something different - we don't
know yet.

However, you should be asking Nagios (upstream) instead of various
distros' happen-to-be packagers, because the Nagios Exchange is still
distributing[3] these image packages (see our bug report for more
information).
