Eh what? 

Thats wrong. nagios-nrpe-server does not run on a host with nagios installed
and nagios-nrpe-plugin drops files into
/etc/nagios-plugins/config/check_nrpe.cfg which is being sourced as a cfg_dir
by debians nagios.cfg (cfg_dir=/etc/nagios-plugins/config ~ at line 21).
