for Debian, the README.Debian is not the place for it.

Please see the postinst script for details about what permissions are
set by default.

Done, /usr/lib/icinga-web/bin/clearcache.sh does the job.

mod_rewrite is still required, it's auto enabled when apache2 is
selected for configuration.
