Citing the documentation:
grave
makes the package in question unusable or mostly so, or causes
data loss, or introduces a security hole allowing access to the
accounts of users who use the package.
=> as this is some "data loss": unless a procedure is provided that
merges the data of several .dat files together, you either lose the old
data that has not been moved over, or the intermediate data generated at
the new location, once you move your old file back.
Even with a procedure for such merging, right now end-users loose their
data without manual intervention...
So if you already pulled out the policy, it seems that this bug
perfectly qualifies for grave.
But apart from that,... I really don't understand why you seem to react
that sensitive on bugs with higher severity... I mean it's no kind of
offense or negative word on your skills as maintainers... o.O
