Hi,

during a test with piuparts I noticed your package failed to install. As
per definition of the release team this makes the package too buggy for
a release, thus the severity.

   subprocess installed post-installation script returned error exit status 10
  Errors were encountered while processing:
   nagios3-cgi

I haven't checked, but this could be an error from debconf that won't
ask a question in noninteractive mode. piuparts tests package installation
with DEBIAN_FRONTEND=noninteractive.
