[Pkg-nagios-devel] Bug#741676: icinga-common: ignores preseeded value for check_external_commands

Hey there,
when a value for check_external_commands is preseeded prior to installation,
for example with dpkg-set-selection, it is ignored and the default read from
icinga.cfg is used.

Suggestion: just set the value when its the value in debconf is not identical
to the value in icinga.cfg
