Dear Maintainer,

I attempted to make a standalone nagios + check-mk + multisite/WATO install on a fresh host. After installing multisite and sorting out various missing directories and permission issues I've added my first monitored host, selected services detected via cmk agent
and wanted to apply changes. Unfortunately, every attempt to do so ends up with the following error on the UI:

local variable 'cleanup' referenced before assignment

and in the apache log:

General error: local variable 'cleanup' referenced before assignment\n, referer: http://HOSTNAME/check_mk/wato.py?mode=3Dchangelog&folder=3D.

It seems impossible to proceed further with adding/configuring/removing hosts/services so in this scenario check-mk with WATO UI is unusable.

I first got hit by this bug on Jessie with check-mk* packages from backports and was encouraged to test on and report against sid.

The issue does not seem familiar to users of 'original' builds from mathias-kettner.de (see reply to my post http://lists.mathias-kettner.de/pipermail/checkmk-en/2015-November/017695.html), so I downloaded them and performed diffs on /usr/share/check_mk/modules and /usr/share/check_mk/htdocs against their conterparts in the original builds. The only differences I found were png files and config files containing paths. Haven't tried to dig deeper in python code (yet?).
Just for the sake of experiment I checked 1.2.6p7 as well (from snapshots) to rule out some regression about upstream bug introduced in 1.2.6p11 related to adding hosts http://mathias-kettner.com/check_mk_werks.php?werk_id=2599. Got the same error on 1.2.6p7.
