[Pkg-nagios-devel] Removing ndoutils from the archive

With the removal of nagios3 from the archive keeping the ndoutils
package doesn't make much sense. It has been removed from testing quite
some time ago, and the package hasn't been updated for many years.

I will file the RM bug next week unless convincing arguments are
presented to keep it.
