I ran into this same issue and tracked it down a bit further.

The 'active changes!' functionality uses sudo to call `check_mk
--automation` as the 'nagios' user. The error seems to occur inside
the `automation_create_snapshot()` function, defined in:

There is probably some difference in configuration that causes
`cleanup(), defined at:

to be called too early. I haven't found anything more specific yet.
