I think we should keep Icinga 1.x in stretch despite it going EOL, 
because it's the easiest to upgrade to from nagios3 which was already 
removed from stretch.

To fix issues introduced by the removal of nagios3 stretch many packages 
were adapted to use Icinga 1.x instead, it's simply far too late in the 
release cycle to patch them again to work with Icinga 2.x.

The release notes should probably recommend users to migrate to icinga2 
for stretch due to nagios3 being removed and icinga going EOL during its 
lifetime.
