I guess you have one of these packages installed?

# zgrep -1 check_backuppc
/usr/share/doc/nagios-plugins-contrib/README.Debian.plugins | grep -v ^$
check_backuppc:
    Required Packages: libmonitoring-plugin-perl | libnagios-plugin-perl

Actual I can't reproduce this on jessie with nagios-plugins-contrib
21.20170222~bpo8+1 installed.
