It seems like I found a workaround: hard disable TLS 1.3 in OpenSSL:

/etc/ssl/openssl.conf:
| [system_default_sect]
| MinProtocol = TLSv1.2
| MaxProtocol = TLSv1.2
| CipherString = DEFAULT at SECLEVEL=2
