[Pkg-nagios-devel] Bug#1129466: nagvis: please drop the build-depedency on 'quilt', this is a '3.0 (quilt)' package

Dag Sebastiaan,

Since the move to the "3.0 (quilt)" format in 2011,
the build-depedency on quilt is not needed anymore.

Please drop this old dependency to help triage
the remaining users of "quilt" (a few are legit).
