Right, maybe they need not be changed. But documentation (FAQ) describes
"How do I add a MIB to the tools" where the contents of the mibs dir,
and therefore the mibs list (and .index) is changed.

Maybe a default, fixed set of mibs should be shipped and an additional
directory for additional mibs could be prepared (/var/lib/snmp/mibs)?
