I'm behind a firewall and need to go through a web proxy.  I guess
libsnmp-base doesn't use wget which is how most other .debs seem to
download things - I get a long stream of "not found:"

and then a patch failure:

can't find file to patch at input line 4
Perhaps you should have used the -p or --strip option?
