That file is only installed by the package snmpd, yet the NEWS file is installed 
for the other packages:

$ dpkg -l | grep snmp
ii  libsnmp-base   5.4.3~dfsg-1   SNMP (Simple Network Management Protocol) MI
ii  libsnmp15      5.4.3~dfsg-1   SNMP (Simple Network Management Protocol) li

>   This new default configuration also binds to udp:172.0.0.1:161

And I hope that was a typo only in the NEWS file ;)

You should probably move that new NEWS entry to debian/snmpd.NEWS (which will 
make debhelper happily install it only for that given package.)
