sorry for not replying earlier, but I was very busy with other 
non-debian stuff...

IIRC, there was some attempt to relicense RFCs, but it was not 
successful (you might find some mails regarding this on debian-legal).

I'll have a look at this. Did you notice the GIT repository for net-snmp 
at http://anonscm.debian.org/gitweb/?p=pkg-net-snmp/pkg-net-snmp.git
