   * What led up to the situation?

    apt-get install libsnmp-dev

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

   I cannot create an snmpv3 using "net-snmp-config  --create-snmpv3-user"

   * What was the outcome of this action?

   Here is the output of the command :

   # net-snmp-config  --create-snmpv3-user
         /usr/bin/net-snmp-config: 236: /usr/bin/net-snmp-config:
        net-snmp-create-v3-user: not found
