Hi net-snmp maintainers,

With the latest version of net-snmp, systems without a PCI bus (e.g.
most ARM systems and amny other embedded systems) can no longer use
snmpd. When starting snmpd, one sees the following output:

vasquez ~ # snmpd
pcilib: Cannot open /proc/bus/pci
pcilib: Cannot find any working access method.
vasquez ~ #

There is an upstream bug[1] for this issue including a patch[2].
