[Pkg-net-snmp-devel] Bug#741504: Enable libpci support for snmpd

When libpci-dev installed, the snmpd will use it.
For now, we don't build-dep on libpci-dev, so this function is disabled.

If this function should be disabled, I think that we should
build-confilct libpci-dev.

I found this problem when I built 398-ds-base. It failed due to trying
to link libpci,
while not build-dep on it.
