Installed snmpd package

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
apt-get install snmpd

   * What was the outcome of this action?

snmpd daemon is not running. Also, trying to start it does nothing and does not even show an error message:

# service snmpd start
# ps aux |grep snmpd
root     18976  0.0  0.0   7836   884 pts/1    R+   18:34   0:00 grep snmpd

   * What outcome did you expect instead?

the snmpd service should start, and if anything is preventing it from starting, it should give an error message with 
enough information to troubleshoot the issue
