I just went through the same ordeal...

In the end, I found that I had an /etc/snmp/snmp.conf file 

# As the snmp packages come without MIB files due to license reasons, 
loading
# of MIBs is disabled by default. If you added the MIBs you can reenable
# loaging them by commenting out the following line.
mibs : 

which set an empty list of MIBs, and had to comment out the above "mibs 
:" statement.

In addition, I found that in /etc/default/snmpd, I had to provide 

export 
MIBDIRS=/usr/share/mibs/netsnmp:/usr/share/mibs/iana:/usr/share/mibs/ietf

- I am not sure there is a default for MIBDIRS, and otherwise, setting 
MIBS alone wouldn't help.

In the end, I didn't set MIBS, although you might want to control the 
information made available through snmpd.

Debian maintainers like to wrap native installations with an extra 
layer of indirection. It would really help the lowly admin, if this 
attempt at a 'genuine Debian' admin interface came with the obligation 
to document the added knobs.
