So the reason this surfaced again recently may be that with systemd in
Debian Testing, /etc/default/snmpd is completely ignored. So any
changes to the SNMPDOPTS setting in that file have no effect anymore.

So the new workaround would be to:
* Edit /lib/systemd/system/snmpd.service
* Change the ExecStart line so snmpd gets the -LS6d option instead of
  -Lsd
* Run systemctl daemon-reload
  So systemd takes our changes to snmpd.service into account
* Run systemctl restart snmpd.service
  To restart snmpd with the new options.
