Dear Maintainer,

When snmpd is run with a listening address on the command line (in my case
this is 127.0.0.1:261) and that listening address specifies a non-default
port, snmpd will listen on both 127.0.0.1:161 and 127.0.0.1:261. The
expected behavior would be that it is only listening on the endpoint
specified on the command line.
