Hi Jan,
  I had a look at this. As you suggest we could either go as a dependency
or a recommendation.

A dependency would mean mib2c "just works" but it also means that anyone
using libsnmp-dev will pull in the Perl module and any other dependencies
that it needs, even if you never use mib2c.  That really isn't ideal for
most users.

However, a recommendation is a good idea. It could be installed but if you
don't want Perl then your system will still allow it.  I'll also look into
patching mib2c so the error message is more specific about Debian rather
than saying download something from the net-snmp website.
