I usually postpone till past possible moment.  But I also too often work 
alone. :-)

I'd say postpone until need for "drawing a line":

If you do three commits and know that one of them should not be included 
in changelog, then update changelog afterwards, stripping parts as 
needed.

If you loose track or fear that others might, update changelog.

If you want something explained more clearly than is convenient to 
express in top line of commit message (or you mistyped something and it 
is too late to rebase) then update changelog.

Beware to also include changes done by others.  Simply doing "git dch 
-a" should work in most cases, but have it in mind when doing odd stuff.
