[pkg-netfilter-team] Moving debian ebtables & arptables packages to pkg-netfilter-team

Hi!

It would be great to move both ebtables & arptables packages to
pkg-netfilter-team, the packaging team which is grouping all the
Netfilter packages.

This will also help in the eventual debian-wide migration to nftables,
since we would have to coordinate the support for the xtables-compat
backend.
