[pkg-netfilter-team] Bug#918715: arptables: fails to remove if iptables haven't been installed

Hi!
I'm afraid that the new prerm fails badly when there's no iptables, preventing
the package from getting removed:

Removing arptables (0.0.4+snapshot20181021-1) ...
dpkg-query: no packages found matching iptables
dpkg: error processing package arptables (--purge):
 installed arptables package pre-removal script subprocess returned error exit status 1
Errors were encountered while processing:
 arptables

Once iptables have been installed, they're now known to dpkg, even after
subsequent purging.  In such case, arptables removes successfully.
