[pkg-netfilter-team] Bug#946932: /usr/sbin/ebtables-nft-restore requires /etc/ethertypes

Hi,

when trying to run the firewalld test-suite with only iptables installed
but not ebtables and ebtables-restore pointing at
/usr/sbin/ebtables-nft-restore I get the following failure:

+Error: COMMAND_FAILED: '/usr/sbin/ebtables-restore --noflush' failed: ebtables-restore v1.8.4 (nf_tables): Problem with the specified Ethernet protocol 'IPv6', perhaps /etc/ethertypes is missing
+Error occurred at line: 2
+Try `ebtables-restore -h' or 'ebtables-restore --help' for more information.

./firewall-cmd.at:911: exit code was 13, expected 0

And indeed, /etc/ethertypes is provided by the ebtables package.
Installing ebtables and rerunning the test makes
/usr/sbin/ebtables-restore succeed.

Should /etc/ethertypes be moved into a common package which both
ebtables and iptables can depend upon?
