[pkg-netfilter-team] Bug#951576: ipset depends on iptables

Dear Maintainer,

   * What led up to the situation?

Migrated to nft.
Unable to remove iptables package without removing ipset as well

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

$ apt remove iptables
...
The following packages will be REMOVED:
  ipset iptables

   * What outcome did you expect instead?

able to remove iptables package, since migrated to nft, and does not
need iptables anymore, but leaving ipset installed.
