[pkg-netfilter-team] Bug#984817: Hardcoded program names in arptables-legacy-save and arptables-legacy-restore scripts

Dear Maintainer,

/usr/sbin/arptables-legacy-save and /usr/sbin/arptables-legacy-restore have hard reference in scprits to my $tool = "/usr/sbin/arptables";
It makes them unusable for legacy as /usr/sbin/arptables is a symlink for alternatives.
Both scripts should use /usr/sbin/arptables-legacy
