[Pkg-netmeasure-discuss] Create a Debian package for PcapPlusPlus

Hi,

I'm the maintainer of the PcapPlusPlus
<https://github.com/seladb/PcapPlusPlus> project which is a C++ library for
capturing, parsing and crafting of network packets.
Here is the project's web-site: https://pcapplusplus.github.io/
The project is currently available in a number of package managers such as
Homebrew <https://formulae.brew.sh/formula/pcapplusplus> and Conan
<https://bintray.com/bincrafters/public-conan/pcapplusplus%3Abincrafters>
and I'd like to add it as a Debian package as well. I've never created a
Debian package so I'm not sure how to do that and what is the approval
process for new packages.
I've noticed that you're the maintainers of the libtins package
<https://packages.debian.org/sid/libtins-dev> which is a very similar
project to PcapPlusPlus so I was thinking that maybe you can help in
creating the package or provide me some guidance on how to do that.
