[Pkg-nginx-maintainers] quilt and .quiltrc

Hi,

for some time i was problem to rebuild your latest package version for
my Rasbian, because it always fails in patching the modules. I use a
bit complicated system to build Raspbian packages, where i have Debian
in Virtualbox and QUEMU raspbian chroot in it. IMO it is not issue to
fill bugreport, then i decided to let's you know by this way.

For some time i think, that the problem is my nested virtualization,
because i was not able to find source of problem where debuild ends
with this:

But recently i solved it. The whole problem is, that the quilt
(0.63) ignores the QUILT_PATCHES variable and uses value from my
~/.quiltrc file. Initially aj renamed my .quilrc file, to confirm, that
it works. Finally I add the "--quilrc -" (to prevent load config file
at all) into both quilt commands in your rules file and it works nicely.

Then, please consider to add this, to prevent collisions with user's
settings.
