[Pkg-nginx-maintainers] Bug#897926: Enable --with-compat configure argument

I have received multiple requests in downstream PPAs and repositories to
enable the `--with-compat` configuration option.

This would allow for users to build additional dynamic modules with
binary module compatibility.

It was stated in an October 12, 2016 email on the nginx mailing
list/forums by Maxim Dounin that from a package maintenance point of
view, it would be a good idea to add this option to NGINX builds.

I don't see this being done in the current rules.  Would it be possible
to add --with-compat to the debian/rules file for future package versions?
