Hi,
Apologies if I'm highjacking this issue, but it seemed appropriate to
post here rather than opening a new bug seeing as my issue seems so
closely related.
Please correct me if I'm wrong.

According to upstream[1] it should be:
After=syslog.target network.target remote-fs.target nss-lookup.target
A TurnKey GNU/Linux (Debian derivative headless server library)
community member (using LXC) has reported a related issue because
nss-lookup.target is missing[2].
As a work around, we've added a
/etc/systemd/system/nginx.service.d/override.conf file overlay[3].
Perhaps the maintainers should consider adjusting the [Unit] section to
match upstream?
