[Pkg-nginx-maintainers] ModSecurity module for Nginx

Hi all,
my name is Ervin Hegedus, I'm from Budapest, Hungary. I'm 47,
and I'm DM.
Few weeks ago, @agi and me created the libmodsecurity3 and
libmodsecurity-dev packages. The upstream is the SpederLab's
ModSecurity project.

The ModSecurity v3 is a library, so from now the most HTTP
server/proxy can use the WAF feature, if the connector exists.
The upstream supports Nginx as well, so I made the Debian support
for Nginx.
At first step, I've made a fork on Salsa, and created a new
branch:
https://salsa.debian.org/airween-guest/nginx/tree/modsecurity
Before I send a PR, please review this new module, and give me
some feedback.
