[Pkg-nginx-maintainers] /lib/systemd/system/nginx.service issue in ExecStop?

In /lib/systemd/system/nginx.service  there is a line:
ExecStop=-/sbin/start-stop-daemon --quiet --stop --retry QUIT/5
--pidfile /run/nginx.pid

Is the "-" after the equals sign intended?
