[Pkg-nginx-maintainers] Bug#1070488: Enable QUICK support

It would be nice to actually enable the QUICK module, either as part of
the main package or a separate module. This requires
--with-http_v3_module at build time.

Reading the debian changelog I saw QUICK support for ufw and I got the
impression QUICK was now enabled.
