[Pkg-nginx-maintainers] Bug#1072836: Switch to an active upstream

The current upstream for ngx_cache_purge [1] is defunct, with no updates
for 10 years (despite multiple outstanding PRs fixing bugs). Please
switch to the nginx-modules upstream [2] which has fixed bugs and added
features (such as wildcards). This upstream is also used by Arch
Linux [3].
