Justification: renders package unusable

Attempting to install with the version of nginx currently in sid gives:

Unsatisfied dependencies:
 libnginx-mod-http-fancyindex : Depends: nginx-abi-1.26.3-1 but it is not installable

Presumably this means the module needs to be recompiled against 1.28.0-3
and have its dependencies updated.
