Custom nvidia-kernel-legacy-96xx package built from this source package 
exhibits the behavior described in the subject.  The LEDs do change state 
while at a text console.  I originally thought this was an issue with my 
custom kernel, but the same problem has presented itself with another machine 
on the most recent update to the nvidia-kernel-legacy-71xx-source package as 
well (I will submit a separate bug report for that package).
