No, it should be. This is documented in the bug archives. 
We keep the building against libgl1-mesa-glx-dev and thus
libgl1-mesa-glx possible while nvidia-glx is still installed.

Hmm, I didn't know the added it back. I assumed that they were gonna
bump it after the conflicted with it in experimental.

Huh? how can you say a suggests is not needed? On you mean on the vdpau
packages. Ok I'll agree with that.

I disagree with the removal. module-assistant should be added but to fix
the kdist bug by just removing the recommends seems silly.

Hmm, thought I had removed this. Maybe it was a legacy package.
