[pkg-nvidia-devel] [patch 190xx] [15/k] unify variable substitutions

There is no need to have two slightly different ways to perform
#VARIABLE# substitutions in control file templates. So use the general
way for debian.binary/, too, and we can simplify building the module
source tarball. Also set clearly defined permissions on the files in
nvidia-kernel.tar.bz2

Perform the following rename operation in the svn repository:

    svn mv debian.binary/control.template \
           debian.binary/control.template.in

There are no modifications in this file, it is not included in the
attached diff.

changelog:

 * debian.binary/control.template: rename to *.in
 * debian/rules: use same variable substitutions as for debian/*.in to
create
   debian.binary/control.template
