new versions of nvidia-settings and nvidia-xconfig

Hi Russ,

the current version of nvidia-xconfig can be uploaded to unstable.

Hi Fabo,

can you update nvidia-settings to 260.19.44? Current tarballs are
already checked in (in tarballs/ directory).
I already made several packaging related changes, I hope that's OK.
Biggest change is splitting off a package libxnvctrl-dev.
