upload nvidia-cuda-toolkit and opencl-headers to unstable

I made some minor improvements to the packages, but everything is being
kept stable in the svn until uploads are done.

The 270xx driver is needed once Xorg 1.10 enters unstable - kibi has
already announced that this will happen soon.

I added a nvidia-support binary package, currently it only ships the
nvidia-bug-report.sh manpage, but more functionality is to come.
I also updated nvidia-settings, this can be uploaded, too. May need an
Uploaders: adjustment.
