nvidia blacklists nouveau because they cannot coexist and if nouveau is
loaded by the initramfs, the nvidia module doesn't work and all sorts of
problems result.  That blacklist is a configuration file in
/etc/modprobe.d, and hence following the normal policy for configuration
files is only removed on purge.  See #580894, particularly near the end.
