RFS: nvidia-cg-toolkit (updated package)

Hello all:

Nvidia released a new version a couple of days ago.

I made the changes to the package as requested by the nvidia-team in:
https://github.com/micove/nvidia-cg-toolkit/tree/prepare-3.1v1

I uploaded it to debian mentors too since the packaging has not
changed significantly since February and it helps not having to run
get-orig-source again.

It would be nice to get it reviewed and uploaded so the RC bug
