There is already a tarball in SVN:
svn+ssh://svn.debian.org/svn/pkg-nvidia/tarballs
(beware, thats a few GB of stuff ...)

svn+ssh://svn.debian.org/svn/pkg-nvidia/tarballs/libthrust_1.6.0.orig.tar.bz2

Should be what you need.
